I’d like to tell you a little bit about the work I’ve put into making myself the only Town Clerk candidate of either party who will truly be ready for the job on Day One.

This is not a campaign slogan. This is a fact. I’ve done all the advance preparation available to become the first Certified Municipal Town Clerk in Greenwich’s history.

Two years ago, in December of 2019, I started the 2.5 year educational cycle of 5 classes which make up the Certified Town Clerk curriculum. So far, I’ve completed 4 of the 5 courses, with only the final fall class remaining.

When elected, I’ll be taking office having completed all 5 courses.
Each class is only offered once every two years, so anyone starting the program immediately is already two years behind me.

In addition, I am the first Town of Greenwich Elected Official to have earned the title Certified Connecticut Municipal Official, with more than 45 hours of coursework completed through the CT Conference of Municipalities. To my knowledge, there isn’t another employee in Greenwich government who has earned this credential.

No one can claim to have worked harder to prepare themselves to be Town Clerk.

This is one of the reasons why I’m especially humbled to share with you this statement from Tom Byrne. The Representative Town Meeting is one of the largest users of Town Clerk services. In fact, the Town Clerk serves as the Secretary of the RTM.  I’m pleased that the Moderator of the RTM for more than twenty-five years has issued such a clear statement: “there is no one more qualified to become Town Clerk in Greenwich than Fred DeCaro.”

I first met Fred DeCaro when he was elected to the RTM in 1996, the same year I was elected Moderator of the RTM. It was my goal to make all RTM business readily available to all of the residents of Greenwich. The first step was to take advantage of the emerging internet to provide electronic access to all RTM documents. Fred DeCaro immediately volunteered his expertise to establish the framework within which Town department heads could be trained to submit information in digital form to the Town Clerk's Office so the information could be made available online for all to access.

Due to Fred's efforts, the RTM became the first Town body to have a presence online. Fred produced the template used to submit Call items to the Clerk's Office and trained the staff in that office to prepare the Call in electronic form for placement online. The first RTM website was hosted on Fred's personal server, even before the State of Connecticut provided towns a place to host their sites. The RTM's efforts to go online became the model for all other Town departments. Fred proved right from the beginning of his involvement in Town government that he had the vision to make government operations transparent to all and the skills necessary to implement that vision.

Throughout his tenure on the RTM, I relied on Fred to help the RTM evaluate how we could use technology to conduct the business of the RTM. Fred oversaw our effort to test electronic voting by establishing a pilot program within one of our 12 districts. Thanks to Fred, we were able to conclude that the available technology did not improve our existing system for tallying votes, thereby saving the Town unnecessary expense.

Although I was sorry to see Fred leave the RTM upon his election as Registrar of Voters, I was delighted that his expertise was now at work safeguarding our election process. In the face of the many claimed irregularities in the voting process around the state and the nation in recent years, we in Greenwich have been blessed to be free of any such claims. I credit Fred for that record of accurate and scandal free elections since he became Registrar. Whenever I have had a question regarding RTM redistricting or election process or results, Fred has always responded immediately with a complete explanation supported by data and statutory references.

I can say with complete confidence based upon my experience working with Fred over the past 26 years that there is no one more qualified to become Town Clerk in Greenwich than Fred DeCaro. He has the intelligence and proven record to ensure that the Town Clerk's Office will be a leader in innovation in providing services to our residents. His dedication and technological skills will insure that the operation of the Town Clerk's Office will be transparent and responsive to all.
