An election requires the synchronization of various pieces of equipment and materials produced by numerous different vendors.  All of it must be tested and confirmed to work together in advance.  Most of the preparation for an election is actually complete 2 weeks prior to election day.  Testing the tabulators and organizing the equipment which must be delivered to 13 different locations is a detail-oriented process designed to give the public, and the candidates, confidence that every vote will be accurately counted.
